SEC 600 - Foundations of Special Education: Development, Identification, and Legal Frameworks


This course provides a foundational understanding of special education by examining how students grow and learn, what causes developmental differences, and how educators can identify and support students with diverse needs. Learners will explore developmental theories, track typical versus atypical milestones, and recognize early signs of concern. The course introduces the 13 IDEA disability categories and connects observable differences to eligibility for services. It also covers the role of assessment and MTSS in guiding instruction and intervention. The course concludes with an overview of the special education referral process and the legal frameworks, such as IDEA, Section 504, FAPE, LRE, and FERPA, that ensure students’ rights and equitable access to support.
